USDA had approved SNAP purchase restrictions in 23 states by August. The waivers mainly exclude candy, soda, or energy drinks, but the rules vary by state. In June, a federal district court judge ruled that USDA exceeded its legal authority when approving waivers for Colorado, Iowa, Nebraska, Tennessee, and West Virginia. The ruling said USDA must redesign those projects to comply with federal law.
