Illinois officials marked the fifth anniversary of Executive Order 2021-21 and released the Home Illinois Plan to Prevent and End Homelessness FY27-29 at a gathering in Chicago. The order, signed September 3, 2021, created the Interagency Task Force on Homelessness, the Community Advisory Council on Homelessness, and the Illinois Office to Prevent and End Homelessness. The state reported that homelessness decreased overall by 6% between 2025 and 2026, while the number of people living outdoors, in cars, or in abandoned buildings increased by 22%. The release also said Governor Pritzker's BUILD plan delivered $250 million for development and homeownership, and that the Illinois Housing Development Authority financed more than 2,500 affordable apartments with supports.
Why this matters: The reported increase in unsheltered homelessness points to continued need for coordination among housing, social-service, and food-access groups. The new plan may help community partners align their work with statewide homelessness priorities.
