A federal judge in Rhode Island struck down Trump administration notices that would have required states to verify citizenship or lawful immigration status before people could use services including soup kitchens, homeless shelters, mental health crisis programs, and Head Start. Illinois Attorney General Kwame Raoul and a coalition of 21 other Democratic state attorneys general challenged the notices. The judge declared the agency notices unlawful and blocked enforcement. The ruling does not prevent agencies from issuing new rules if they follow public notice and comment requirements.
Why this matters: Food-access organizations, including soup kitchens and other community programs, can continue serving people without the verification requirement described in the notices. The ruling may reduce an administrative barrier for independent food-access providers and the people they serve.
