The National Grocers Association submitted comments to the Federal Trade Commission on its Proposed Enforcement Policy Statement Regarding Personalized Pricing. NGA urged the FTC to distinguish pricing that uses consumer personal data to raise prices from grocery practices such as loyalty programs, coupons, discounts, targeted offers, digital coupons, markdowns and electronic shelf labels. The association said independent grocers do not use shoppers' personal data to charge more for the same item and warned that a broad policy could cover these practices.

Why this matters: An FTC policy that covers routine discount tools could affect how independent grocers offer savings to shoppers. Stores may need to track how any new rules apply to loyalty programs, coupons and other pricing tools.
