USDA had approved SNAP purchase restrictions in 23 states by August. The waivers mainly exclude candy, soda, or energy drinks, but the rules vary by state. In June, a federal district court judge ruled that USDA exceeded its legal authority when approving waivers for Colorado, Iowa, Nebraska, Tennessee, and West Virginia.
