The Senate Agriculture Committee advanced the Agricultural Act of 2026, moving the Farm Bill process forward. The legislation includes provisions to prohibit SNAP EBT transaction fees, make online SNAP purchasing permanent, expand nutrition incentives, and improve access to healthy food. The National Grocers Association asked lawmakers to give states making good-faith efforts to reduce SNAP payment error rates additional implementation time. NGA also urged lawmakers to work toward a bipartisan Farm Bill that can earn broad support and be signed into law.

Why this matters: The provisions could affect how independent grocers process SNAP transactions and offer online SNAP purchasing. Additional implementation time for states could affect retailers as SNAP changes are put into practice.
